About LNCSM

History 

 

 The first Libyan Standard published in 30/09/1964.

 In 1965 establised the first National Technical Committee, espicalist in the:
  •   Food Products
  • Chemical Products
  • Buliding Products
  • Pertolum Products
 In 1985 the LNCSM was established by Decree N° 62 of the General People’s Committee.
 In 1990 the General People’s Conference (Parliament) adopted Law N° 5 concerning standards and measures consolidating LNCSM as the national body for standardisation and metrology, as well as accreditation in the Libya. The organization of LNCSM was defined by the General People’s Committee Decree N° 61 for 1991.
 

  Law N° 5 :

 

 The foundation of the LNCSM resulted from the enactment by the People's Committee of Law No.5 for the year 1990 regarding standardization and metrology.

 In compliance with the decisions of the Basic People's Committees, Syndicates, Trades Unions and Associations (The General People's Congress) in it's 16th Ordinary Session held during the period from 5-12 Shaaban 1399 p.d correspond. To 2-9 March 1990.

Having referred to, Law No. (85) of 1970 for Planning and Development Organization, and Law No. (22) of 1969 regarding Industrial Organization.

 "Do hereby promulgate the Following Law"
 

Article (1) 

    There shall be established under the provisions of this law, a center to be called "The National Center for Standardization and Metrology", to be organized by decision of the General People's Committee upon submission of the General People's Committee for Planning
 

 Article (2)

    The Center shall deal with all matters pertaining to Quality Control, and the Preparation, Approval and Monitoring of Standards, as per scientific and modern practice in the manner indicated in the decisions issued for implementing this law.
 

Article (3)    

  The commodities and materials, whose specifications and standards are subject to examination by the center upon recommendation thereof, shall be specified by decision of the General People's Committee.
 

  Article (4)

      The National and International Standards approved by the Center shall be binding and applicable throughout the Great Jamahiriya. The decisions issued for implementing this law shall indicate the manner of announcing the approval of such standards.
 

   Article (5)

       Without prejudice to any severer penalty provided for in the Penal Law or any other Law , anyone contravening the specifications or standards approved by the Center, whether in Manufacturing, Production Services, Import or Export, etc., shall be punished by imprisonment or a fine not less then LD 100.- and not exceeding LD 1000.
 

   Article (6)

     The employees of the center, who shall be defined by a decision of the General People's Committee for Planning, shall have the capacity of Law Enforcement Officers with respect to implementing the provisions of this Law and the Regulations issued there under.

 Article (7)

    This law shall be published in the Official Gazette and in the various information media and shall come into force as form the date of it's publication in the Official Gazette.
